POSES A SAFETY RISK SUCH AS WHEN ENTERING AN INTERSECTION AND NOT BEING ABLE TO ACCELERATE THROUGH THE INTERSECTION TO AVOID COLLISION WITH OTHER VEHICLES CROSSING THAT INTERSECTION.
