I DO NOT KNOW IF YOUR AGENCY HAS THE AUTHORITY TO DO WHAT I WILL SUGGEST BUT IF YOU DO, IT WOULD BE IN THE PUBLICS INTEREST TO REQUIRE NEW CAR DESIGNS TO NOT INCLUDE FLAT SURFACES THAT ARE POSITIONED IN A MANNER TO REFLECT NATURAL SUNLIGHT INTO THE FACE OF A DRIVER BEHIND SUCH A VEHICLE.
