This vehicle had a recall on the ABS Hydraulic Control Unit it was taken to the dealer Champion Ford in Erie, PA June 14, 2021 to have it taken care of where they flushed it and put new cap on but did not replace the Hydraulic Control Unit. Shortly after that ABS light went on on the dash and car sat for awhile ( I bought car recently from coworker). After we purchased light was still on so we took it back to Champion Ford in Erie, PA and they said the Hydraulic Control Unit is bad and needs replaced and that is back ordered and it will be $813 because Ford will not pay for the recall because it is not a reasonable time for subsequent failure. The car only has 1000 miles on it since it was in for recall in June 2021. I called Ford 800 number and they cannot tell me what a reasonable time is and how long the recall is good for. Any help I could get would be appreciated. I have a new 16 year old driver driving this car so this is an extreme safety issue. PLEASE HELP. Sincerely, [XXX] INFORMATION Redacted PURSUANT TO THE FREEDOM OF INFORMATION ACT (FOIA), 5 U.S.C. 552(B)(6).

I'm sending this in response to the above noted letter which indicates that we failed to take our 2009 Ford Fusion to our Ford dealer to have the brake system checked pursuant to the Safety Recall Notice 19S54/ NHTSA 19V-904 which we received in January 2020. Your statement that we have failed to take the vehicle to our local dealership is incorrect; We took the vehicle to Sunset Ford, 11700 Gravois Road 63127 on 07/15/21. A short time after we dropped it off a dealer service representative called and advised us that the ABS light was on and refused to perform the work outlined in the January 2020 notice unless we agreed to pay for the diagnostic and all work associated with the ABS. I noted that the light had been on for over 7 years, the abs system had always functioned properly, had passed the Missouri safety inspection every year including that of May 2021 was diagnosed when it first occurred by Sinclair Ford to be a problem in the light circuit not the abs system referred her to the January 20 notice which specifically stated "a valve in the hydraulic control unit of the anti-lock braking system may be stuck open" and " repairs to be completed free of charge (parts and labor)" She stated she had all of the service information and recall notices in her file and none of them referred to the ABS systems in any manner...."either pay for the work or come back and pick up the car"....We picked up the car. Buying the 2009 Fusion understanding the power steering was faulty, thinking a good tune up and general fluids replaced would handle the problem. However this was not the case. Fusion needed rack n pinion and power steering pump. I can not drive the vehicle due to this issue(s) Their was a terrible bad accident and the vehicle is now salvaged title. This is now second time rack n pinion out and I will harm others and myself as I can not make turns. I am extremely disappointed with Ford MFG and will seek all monetary claims for not backing up their vehicles. Ashamed and less than is my thoughts on Ford Fusions!

We just had both recalls for the brake system on our 2009 Ford fusion done. We had the first recall done in June. We then took the car back in on august 7th, we where told it was going to be a one day repair. Later that day the service department manager contacted us stating “the brakes are worse than what they where when you brought the car in and it is unsafe to drive, The module is working like it should but we have something wrong with the brake fluid possibly the brake reservoir.” Then on august 9th the service manager stated “After much research and trying to figure out what is going on with the car that the new part that we have been waiting forever for is bad/faulty from the factory and so we a new part on order.” The new recalled part is now coming from the factory bad/faulty. On august 27th we where contacted by the dealership that the car is done and we can come pick our vehicle up. We picked the car up that night and today (august 28th) we where driving home from the store when we lost all brakes in the car and rear ended the vehicle in front of us. We are having a different authorized Ford dealer look at the car and brake system on Monday the 30th

Vehicle was called in for the above recall on May 20, 2021. Upon arrival at dealership, we were informed that the part was not available. Part availability keeps getting pushed back month-to-month until now the projection is the end of August. The dealership kept our car for two months saying that it was unsafe to drive. Just this week they returned the car to us unrepaired saying that it is now safe to drive. That is inconsistent and illogical.

Ford issued a recall in 2020. They repeatedly refused to repair the defect, saying their corporate office had not authorized payment. More than a year later, they finally scheduled me for an appointment to fix the recall defect (brakes). In the meantime, a second recall (airbag) had been issued. At the recall repair appointment, they fixed the airbag recall issue. However, while working on the brake recall issue, they broke the calipers. They jerry-rigged it to function safely. They did not repair the damage they caused. They did not even fix the recall issue, despite having the parts on hand to do so. Now they say they don't have the parts to fix the damage they caused, and haven't fixed the original recall.

On multiple occasions, while either having to slam on brakes to make a sudden stop OR when hitting a decent size bump in the road, the ABS go out. After about the third time it happened, I figured out how to properly pump my breaks to make a stop, but I live in a high traffic urban area. Constant stop and go which makes this very difficult. It is horrible that the recall was made 18 months ago, but a remedy has not been formed. I am contacted about 10 times a week about my airbag recall, but nothing about this. Every time it happens I am terrified, especially during rush hour with my child in the car. I will also note, that every time I try to take it to a shop to be looked at, it is working again, and no issue is ever found - but research shows different.

In December 2019, a recall was issued for the HCU of the ABS system that my 2009 Ford Fusion is included in. (Manufacturer Recall Number19S54 NHTSA Recall Number19V904). My local Ford dealer stated that parts weren't yet available when we called, and once the pandemic started, I figured it would take even longer for them to be available. At that time, I hadn't had any issues with the HCU or ABS. However, since the recall, I've had two incidents that have taken place, both of which were EXACTLY as described in this recall: -In January 2021, I was driving home from work, and as I was coming up to a yield sign and began pressing on the brake, I had to press my foot all the way to the floor for the car to even begin stopping. This happened out of nowhere, and from then on I experienced a low brake pedal-I couldn't stop without the brake pedal being extended all the way to the floor. I took it to my local Ford dealer and explained that it's exactly as the recall states. They repeatedly assured me that it wasn't the recall, but the master cylinder, and charged me over $500 to replace. I was surprised, as what I experienced was exactly in line with the recall. -The car drove ok for awhile after this repair, but in May 2021 (just a few weeks ago), I experienced the exact same situation again, and am currently awaiting another appointment, as I once again have low brake pedal and can't stop without extending it all the way to the floor. FORD SAFETY RECALL NOTICE 19S54 / NHTSA RECALL 19V-904. FORD FIRST NOTIFIED ME ABOUT THIS RECALL OVER A YEAR AGO, IN JANUARY 2020. THEY CLAIMED PARTS WOULD BE AVAILABLE "LATE FIRST QUARTER 2020." SINCE THEN I HAVE REPEATEDLY CONTACTED THEM AND THEY HAVE ALTERNATED BETWEEN TELLING ME THEY DIDN'T KNOW WHEN PARTS WOULD BE AVAILABLE AND GIVING ME BOGUS DATES WHICH WERE THEN MISSED; NOTE THAT MOST OF THESE CONTACTS WERE ME CONTACTING THEM, NOT THE REVERSE, EVEN AFTER DEADLINES PROMISED IN WRITING HAD PASSED WITHOUT ANY CONTACT FROM THEM. THEY SENT ANOTHER LETTER FOR THE SAME RECALL IN OCTOBER 2020, THIS TIME CLAIMING THAT PARTS WOULD BE AVAILABLE "1ST QUARTER 2021." THAT DEADLINE, TOO, HAS PASSED, WITH NO FURTHER CONTACT FROM FORD. THE RECALL NOTICE CLAIMS THAT THE VEHICLE IS STILL SAFE TO DRIVE, BUT IT ALSO SAYS THAT THE RECALL IS FOR A PROBLEM WITH THE BRAKE PEDAL WHICH COULD INCREASE THE RISK OF A CRASH. THIS DOES NOT SOUND SAFE! WHILE I AM SYMPATHETIC TO SUPPLIER DELAYS CAUSED BY THE PANDEMIC, THE FACTS THAT (A) THEY HAVE REPEATEDLY, EVEN FAR AFTER THE START OF THE PANDEMIC, GIVEN BOGUS DATES FOR WHEN PARTS WOULD BE AVAILABLE FOR THIS RECALL, (B) NOT BEEN PROACTIVE ABOUT COMMUNICATING DELAYS EVEN AFTER PROMISED DEADLINES HAD PASSED, AND (C) NOT OFFERED SUBSTITUTE TRANSPORTATION, ARE SIMPLY NOT OK. PLEASE DO SOMETHING ABOUT THIS!

RECALL FOR ABS WAS ISSUED BACK ON DEC 18, 2019. LAST UPDATE IS THERE WAS SUPPOSED TO BE A FIX EXPECTED BY END OF FIRST QUARTER OF 2020. IT'S NOW THE END OF FIRST QUARTER OF 2021 (15 MONTHS LATER) AND THERE IS STILL NO INDICATION OF A REPAIR DATE. IN ADDITION THERE IS NOW A SAFETY RECALL REGARDING THE DRIVER AIRBAG AS WELL. I UNDERSTAND IT TAKES TIME TO IMPLEMENT A FIX, BUT IT SEEM AS IF THE MANUFACTURER IS NOT PUTTING ENOUGH PRIORITY ON GETTING THESE REPAIRS DONE IN A TIMELY MATTER. AT THIS RATE, WITH TWO ACTIVE SAFETY RECALLS, EITHER FIXES NEED TO BE EXPEDITED; OR AN ACCEPTABLE BUY-BACK PLAN THAT ENSURES OWNERS ARE COMPENSATED FOR THE FULL VEHICLE VALUE PLUS TIME AND RISK.

NHTSA publishes every complaint as the owner wrote it and investigates only a fraction. Spelling, capitalisation and judgement are the filer’s own. What carries weight is repetition: the same component failing the same way across many filings, and whether the manufacturer eventually opened a recall for it.
