After a 20 minute drive and arriving at destination, I put the vehicle in park and tried to exit the vehicle, but was unsuccessful. The driver door would not open by pulling the handle. I tried unlocking & locking the vehicle with the button on the side of the door, but it did not activate the locks. I also tried using the key fob and it would not unlock or lock the vehicle. I then put the car in reverse to back out of the spot and then drove back in and put the vehicle in park. After doing this I was able to get the locks to activate using the unlock button on the door.

The key fob for this car was lost then found completely damaged and unusable. The driver’s door was unable to be locked though the passenger door remained locked and unable to open. Despite this, the car was able to be put into drive, reverse and park. This was able to be done indefinitely. When contacted, Fisker insisted the key fob had to be in the car to be able to do this which was a complete falsehood as the fob was found yards away on the road and run over by a vehicle and the car did not respond to it in any way. To be able to drive a car, reverse a car or make a car move without a working key fob being in the car or even near the vicinity of the car is extremely dangerous. No warning light requiring a key to be in the car was ever displayed. In addition, there is a recall on this car currently regarding the door handles which will not be able to be installed as the car is not recognized and has no connection. In summary, you have a car with door handles that can at times not be able to be opened, and a car that can be put into drive or reverse without a key. Fisker denies this can happen but let me assure you it can. It is currently at a repair shop and they will verify that this is in fact the truth.

While driving the vehicle the main control screen randomly goes blank. This screen controls regenerative braking levels, volume of radio making it impossible to turn the volume down if needed to hear emergency vehicles etc. The vehicle has also locked and refused to unlock the doors trapping people inside. The key fob or trying to open the door from the inside has not worked when these situations happen. The only thing that has worked is to call customer support and have them remotely open the doors. Customer support is no longer answering calls.

When I parked the car I was not able to open the doors to the car. When the car is put in part the doors are supposed to unlock. Instead the remained locked and I was not able to get out through any of the driver or passengers doors. I was only able to get out of the car by going through the rear lift door of the car. This has been reported by multiple owners of the car, where people are unable to get out to the car. The safety issue is I live in an area that is very hot most of the year, especially during the summer months, reaching upwards of 120 degrees. If I was not able to get out of the car I could have been stuck in an extremely hot car. It has not been inspected by the manufacture or by anyone else at this time. I have attempted to contact the manufacture a number of times but I am not able to reach a representative. There were no warnings before this happened.

I am writing to formally notify the National Highway Traffic Safety Administration of a significant concern regarding Fisker Automotive’s failure to meet the deadline for a mandated recall and their neglect in providing me with a recall notice. As an owner of a Fisker Ocen One, I was made aware through Facebook that my vehicle was subject to a recall due to Incorrectly Displayed Warning Lights/FMVSS 135,101, NTHSA Campaign Number 24V405000 and Loss of Power, NHTSA Campaign Number 24V40400. The recall notice indicated that remedial action was to be completed on June 30, 2024. However, as of today, July 1, 2024, I have not received any communication from Fisker Automotive regarding this recall. Further, Fisker does not respond to email communication sent to [email protected] or via phone at 844-347-5371. The lack of notification and the missed deadline for corrective action have left me with serious concerns about the safety of my vehicle and the potential risks it poses to my passengers and other road users. This delay also undermines the trust and reliability that consumers expect from automotive manufacturers, especially in matters as critical as vehicle safety recalls. I kindly request that the NHTSA investigate this matter to ensure that Fisker Automotive adheres to its obligations under the recall process and takes immediate steps to inform affected vehicle owners and remedy the identified defects promptly. I am looking forward to your prompt attention to this matter

I have several service tickets open for my Fisker Ocean One that have not been addressed, many going back over 3 months. 1 - the vents on my Ocean are malfunctioning. They were supposed to have been replaced before the car was delivered to me in October 2023, but they were not. 2 - the car has randomly put itself into park on several occasions while I've been driving. It has happened while I have been backing out of my driveway, stopped at a red light, or simply driving down the road. 3. I have experienced issues with the windows and sunroof not working, such as not rolling up or down. Sometimes I have to press buttons multiple times to get a window to close. Buttons only work sporadically. 3 - 8 days ago, I received an over the air update, as required for the last Ocean recall (for which I did NOT receive the letter supposedly mailed by Fisker), and my car will no longer go into gear. It has been sitting in my garage for over a week; local and mobile techs working with a software engineer are unable to fix the issue. The diagnostic software indicates that there are no problems or errors with the car, but it will not go into any gear at all. Fisker no longer employs customer service representatives, so there is no one to answer emails, assign tickets, or respond to social media, which was the only way an owner could get in touch with the company. Furthermore, there is no one left to answer the phones, including the number that has been given regarding the 3 active car recalls

In early June 2024, Fisker issued voluntary recalls to address software issues via over-the-air updates (from OS 2.0 to OS 2.1) as the software may cause the vehicle to enter a safe state protection mode, potentially leading to a loss of motor power. Fisker claimed that the update would be completed by 6/30/2024. However, as of today 6/28/24, my vehicle is still on OS 2.0 and cannot receive any over-the-air updates to OS 2.1. I keep contacting Fisker by phone and email, but nobody answers the call nor replies to email.

Car abruptly stopped for no reason on June 2. Thankfully I was pulling into a driveway, so only decelerated from 10mph, but still scared my kids. Blind spot detection and door open assist stopped working in January. Automatic wipers have never worked, ADAS Warning light has been on since January. GPS will stay on a single location for weeks at a time and not move. All of those have some level of safety risk with brakes and blind spot being the worst. Also, the rear quarter panel windows do not open as they should. All problems still exist and Fisker has made no attempts to fix, nor have they responded to over 20 service requests / interactions, nor to requests for solution from the Ohio AG office other than confirmation of email receipt. Was told a tech would be dispatched ASAP in January and I am still waiting with zero response from Fisker to multiple emails since then.

While driving through my work area with a line of cars in both directions at 25 mph, my car has issued multiple Forward Collision Warnings and then applied the Automatic Emergency Braking, which suddenly releases. This has happened several times in the same situation, causing me to nearly hit the cars to my right because I was unable to control the vehicle. I am now afraid of using this car on the highway because I might have an accident if the Automatic Emergency Braking activates suddenly, thinking the car is close to an obstacle.

Driver has to push very hard on brake pedal to resume braking and sometimes requires fighting against the car to get it to stop. In addition to that, there are frequent warnings that various ADAS systems are not working. They go on and off and are unrelated to weather conditions and whether the car is dirty or not.

Explanation of Safety Risk: The inability to lock the doors of the Fisker Ocean while in the vehicle and in parked mode presents a significant safety risk. This defect can compromise the safety and security of the occupants in the following scenarios: 1.Immediate Threat from Robbers or Attackers: •If the vehicle cannot be locked from the inside while parked, occupants are vulnerable to external threats. In the event of an attempted robbery or physical attack, the inability to quickly secure the vehicle leaves the occupants defenseless. Locking the doors from inside the vehicle is a critical safety measure that can prevent assailants from gaining immediate access. 2.Emergency Situations: •During emergencies, such as a carjacking attempt or hostile confrontation, being able to lock the doors instantly is crucial for protection. The inability to do so can escalate the risk of harm to the occupants, as they cannot use the vehicle as a safe haven to delay or deter the attacker. 3.Psychological Impact: •Knowing that the vehicle cannot be locked from the inside can cause significant stress and anxiety for drivers and passengers, especially when traveling through high-risk areas. This mental burden can affect the driver’s ability to focus and respond appropriately to other driving conditions, further increasing the risk of accidents. 4.Standard Safety Protocols: •Many modern vehicles are equipped with the ability to lock doors from the inside as a standard safety feature. The absence

The vehicle is currently running the 1st half of 2.0. When pressing the brake or having the regen braking kick in to work towards a stop, if going over a bumpy surface, the braking will disengage and the car will lunge forward. This behavior has led to several near accidents where you are trying to come to a stop but the car lurges forward for a second. This requires you to have additional stopping distance to account for the potential the car will lose braking for a moment. This was communicated to be fixed by Fisker thanks to several compaints to the agency. However, this was clearly not fixed.

My vehicle has been stuck at the 1st half of SW version 2.0 and has never been able to complete the full version of 2.0 upgrade. A ticket has been open with Fisker for this issue several months now with minimal communication. A tech advised that there was a component not taking the update correctly so the rest of the install was backing out. The problem now is that I am no longer getting SW updates so can't get these safety recalls addressed - NHTSA Campaign Number: 24V405000 and 24V404000. As of the past couple of months, Fisker has been totally non-responsive since there are no more local techs, no response to 800 number, or email. Essentially I am at a loss as to how to get these recalls addressed. I am raising this concern with the NHTSA as issuing recalls are great, but if the fix is within a software release and several cars can not get routine software updates the procedure to address recalls is broken and Fisker should be held responsible even if dispatching techs is required.

On June 12, 2024 I first noticed the door handle on the Front RH passenger door stayed extended when the vehicle was locked at the end of a short trip in town. When locked, the door handles on the Fisker Ocean are designed to retract flush with the surface of the door. The extended door handle was locked, so the car door could not be opened (as expected). The next morning, I unlocked the car using my key fob, causing the other door handles to extend. I then locked the car with the key fob, and all of the door handles retracted, except for the handle front RH passenger door. Once again, I unlocked the car, leaned over from the driver's side, and found that pulling on the interior door handle would not open the unlocked front passenger door. Keeping the car in Park, I exited through the driver's side door, walked around to the front passenger door, pulled on the extended handle to attempt to open that door -- after pulling on the extended handle, the door opened after two attempts. Closing that front RH passenger door once more, I returned to the driver's seat, leaned over and found that I was able to then open the front RH passenger side door by pulling the interior door handle to open that door. Testing further, I determined that the interior door handle would not open that door anytime the car was unlocked immediately after driving, or after being put into park (which unlocks the doors and extends the door handles on the Fisker Ocean. When coming to a stop, the brakes “slip” causing the braking distance to increase. This significantly increases the potential of a crash. Secondly, the car puts itself in PARK and engages parking brake when at a stop sign or traffic light. This significantly increases the potential of a crash. Thirdly, the display panel notes a brake system and ADAS malfunction while driving. Lastly, the driver’s side rear taillight of the vehicle doesn’t work and requires new part to fix it - which isn’t available. This significantly increases the risk of a crash.

NHTSA publishes every complaint as the owner wrote it and investigates only a fraction. Spelling, capitalisation and judgement are the filer’s own. What carries weight is repetition: the same component failing the same way across many filings, and whether the manufacturer eventually opened a recall for it.
