CPSC# I1130119A. BABY TREND FLEX-LOC CAR SEAT MODEL CS21068. CONSUMER STATED THAT THE STRAP RELEASE BUTTON CAN GET TRAPPED IN THE SURROUNDING CASING. CAUSING THE STRAPS TO APPEAR TIGHTENED BUT NOT LOCKING THEM IN POSITION. *LN THE CAR SEAT COMES WITH A FOOT COVER, WHICH MAKES IT NECESSARY FOR THE CONSUMER TO PULL UPWARD ON THE TIGHTENING STRAP. IN DOING THIS, THE ATTACHED RELEASE BUTTON GETS PULLED BACKWARD AND STICKS UNDER THE SURROUNDING CASING. THE HARNESS STRAPS APPEAR TIGHTENED, BUT DUE TO THE STUCK BUTTON, THEY REMAIN UNLATCHED. THE CONSUMER IS UNABLE TO SEE THE BUTTON AND NOT AWARE THAT THE STRAPS ARE ACTUALLY LOOSE UNLESS THEY ARE MANUALLY PULLED ON. *JB
